政策性金融机构政策性金融机构【政策性金触机构】由政府或政府机构发起或出资，以某种特定政策性金融业务为其基本业务活动的金融机构。包括政策性银行机构和政策性非银行金融机构。更确切地说，它是指那些由一国政府或政府机构发起、出资创立、参股、保证或扶植的，不以利润最大化为其经营目标，专门为贯彻配合政府特定的社会经济政策和意图，在法律限定的业务领域内，直接或间接地从事某种特殊政策性融资活动，从而充当政府发展经济、促进社会发展稳定、进行宏观经济调节管理工具的金融机构。它与政策性金融之间，大体上是形式与内容、行为主体(载体)与行为的关系;但二者有时并不完全对称，因为商业性金融机构有时也从事某些特定的政策性金融活动，而政策性金融机构有时也从事某些特定的商业性金融活动。在当代规范的市场经济国家中，政策性金融机构既不同于中央银行，也不同于一般的商业性金融机构，具有如下五大特征:由政府或政府机构出资创立、参股、保证或扶植;不以盈利或利润最大化为经营目标;具有特定而有限的业务领域和对象;遵循特殊的融资原则;依据某种特定的法律法规。政策性金融机构从不同角度、按不同标准可以划分为多种不同类型，例如，按活动范围划分为全国性和地方性政策性金融机构;按组织结构划分为单一型和金字塔型政策性金融机构;按业务性质划分为信贷类和保险类政策性金融机构;按业务领域划分为经济开发、基础产业、主导产业、农业、中小企业、进出口、住房、环境保护、国民福利和存款保险等政策性金融机构;按业务的综合或单一划分为综合性和专业性政策性金融机构;以及按性质和命名方式划分为银行、金融公库、公司、基金会和局等。
