动态比较优势论动态比较优势论动态比较优势论后起国通过扶植和保护本国幼稚产业，发掘其潜在的比较优势，以实现自己产业结构高度化的赶超战略的一种国际贸易理论。由日本经济学家筱原三代平在50年代中期提出。他针对D.李嘉图的静态比较优势论不考虑技术进步和经济发展的局限性，指出劳动生产率的提高可以改变原先的比较优势或比较成本，进而改变国际分工和贸易格局。他根据德国经济学家F.李斯特的“幼稚产业保护论”，提出了日本规划产业结构的两项基本基准，即“收入弹性基准”和“生产率上升率基准”，引导产业结构向重工业化、高加工度的方向发展。他认为，一国在国际贸易中暂处于劣势的产业，可能会在动态的发展中转化为优势产业。对这些产业，不但不应该放弃发展，反而应当加以扶植。若发达国家着重发展收入弹性较高的产业，而发展中国家只发展收入弹性低且技术进步率低的产业，双方经济发展的差距必然就会拉大。发展中国家如果只讲静态比较优势，固守旧式分工格局，其产业结构就无从演进，就会永久落伍，丧失前途。倘若日本原封不动地照搬“比较成本学说”，工业结构的优化乃至高速经济增长均是不可能出现的。实际上，该理论主张在战略上重视潜在的将来的比较利益，在战术上重视近期的现实的比较利益。
