水利管理水利管理watermanagement运用、保护和经营已开发的水源、水域和水利工程，为社会生产和人民生活服务的工作。水利建设具有防洪、灌溉、发电、航运、城市给水、排水和改善环境等多种功能，但在建成后，必须通过经常性的、科学地管理，才能真正发挥应有的作用。水利管理的目标是：保护水源、水域和水利工程，维护其系统功能，确保安全运行，充分发挥消除水害增加水利的效益。水利管理工作的主要内容有：①建立健全流域性、地区性和单项工程的管理机构和管理规章制度。②开展工程检查观测、养护修理、水利调度和水域、水质等技术管理工作。③改善经营管理，提高工效和服务质量，加强经济核算，收水费、电费、排涝费、排污费和开展水利工程综合经营，提供各类产品和有偿服务而增加收入。由于水利系统种类较多，功能各异，管理工作内容和方法各有特点。河道堤防是防洪系统的基础，堤线长，修防任务重，需要统一指挥，分段管理，加强防守，避免堤防决口洪水泛滥成灾。水库是控制调节径流的工程。管理水库的首要任务是加强大坝安全管理，防止溃坝失事造成严重损失；并需做好水库调度工作，协调各方面的利害关系，获取最大的综合效益。灌溉工程分布面广，灌溉管理直接为农业生产服务，季节性强，需要建立科学的灌溉制度和采用先进的灌水技术，做到省水高产。其余如水电站、航道、引水排水工程的管理也都各有特点。中国河湖众多，水利历史悠久，管理经验丰富。1991年底，全国已交付运行管理的堤防23.8万千米，水库8.38万座，灌溉面积5226万公顷。水电站、航道、供水和排水工程都很多，防汛抗旱任务繁重。每年约为生产、生活供水5千亿吨左右。现管理水平不断提高，电子计算机、微波通信等新技术陆续应用，正向水利管理科学化、现代化发展。
