OEC管理模式OEC管理，其中“O”代表Overall(全方位)，“E”代表Everyone(每人)、Everything(每件事)、Everyday(每天)，“C”代表Control(控制)、Clear(清理)。OEC管理法也可以表示为：日事日毕，日清日高。也就是说，当天的工作要当天完成，天天清理并且天天都有所提高。一、OEC管理模式的内容OEC作为一种有效的管理模式，其主要内容体现在下面要做的三个表格中：1、日清栏日清栏由下面两部分组成：①在每个工作现场设立的大表，将其质量、设备、工艺、生产计划、物耗、劳动纪律和文明生产等方面的实际情况每两小时由巡检人员填写登记一次。②职能人员对上述几个方面进行巡检时所做的记录及每天的日清栏考核评价意见，对每天日清栏的全部情况进行汇总及评价，以备存档查询。2、3E卡即“3E日清工作记录卡”，“3E”为“每人”、“每事”、“每天”三个英文单词的第一个字母。3E卡将每个人每天工作的七个要素量化，每天由员工自我清理、计算日清内容并填写记录和检查确认，月底由车间主任和职能管理员汇总兑现计件工资。3、管理员日清表管理员日清表由各级管理者在下班以后进行清理时填写，主要是对例行管理的受控情况进行清理及分析，及时找出存在问题的原因及责任人，提出修整措施，不断提高受控率。二、OEC管理模式的具体形式1、管理工作总账即企业年度方针目标展开实施对策表，它由总经理签发执行，以工作的目标值、先进目标、现状和难点实施对策、完成期限、责任部门、工作标准、见证材料及审核办法的统一格式，将全企业的产量、质量、经济效益、生产率管理、市场产品和发展作为工作重点进行详细分析、分解，按规定的标准与审核周期进行考核奖惩。2、管理工作分类账即分厂、各部门年度方针目标展开实施对策表，由分厂厂长或部门负责人签发执行，按工作分工和总账中所确定的主要责任进行分析和分解，对企业职能部门按其职能确定重点并分解到人。3、管理工作明细账即工作控制日清台账，其基本内容为项目、标准和指示价值比率、责任人、每天的完成情况，见证性材料、考核结果、实得总额及考核人。三、OEC管理模式的体系1、目标体系在目标制定出来之后，为确保其目标的执行与实施，需将全体成员认可的目标层层分解落实之后形成各级子目标；然后再将它们进行串接，形成一条完整、系统、有机、目标之间相互关联又相互制约的目标锁链。这一目标锁链的运作有以下几个具体步骤：①目标的分解。②目标的执行与控制。通过几本账解决目标如何执行和控制这一问题，即从集团到个人的目标细化中，每一级目标都要有一本详尽的“账本”，即OEC台账。通过它将某一个目标执行的详细进度计划按时间先后顺序分解到每一月、每一周乃至每一天，即开成年度OEC台账、月度OEC台账和日清表。③目标的动态管理。④目标的协调一致。⑤目标效果的评价——闸口论。即当预定的目标到达期限时，要对目标实行的结果进行评价，“闸口论”就是指多个被称为“闸口”部门从不同的角度对目标的效果来进行考核和确认。2、日清控制体系①“日事日毕”。即当天所发生的各类问题，当天弄清原因、分清责任，及时采取处理措施，避免问题堆积，确保目标及时得以实现。②“日清日高”。即对工作中的薄弱环节进行不断地改善和提高。3、有效激励体系①公开、公平、公正。每天通过3E卡公布每个员工的收入，不搞模糊工资，使员工在心理上感到相对公平。②要有合理的计算依据。
