旧城改造旧城改造旧城改造又称旧区改建。是根据现代城市生产、生活和社会文化活动的需要，按照城市总体规划的统一部署，对城市一定范围的旧有城区的土地利用结构、空间布局形式、市政基础设施配置、建筑物的内部结构和外部策观等进行综合的调整、更新和改造的一项城市建设活动。在城市形成和发展的历史过程中，城区内部的新阴更替始终存在因此，旧城改造是一项长期的、经常性的工作。’日城(或旧区)通常具有三个特征:①随着时间的推移，城区的各类设施的物质磨损达到一定程度，形成城区的物质性老化;②由于城区人口规模的膨胀，城区原有的基础设施容量严重不足，经常处于高度超负荷的运营状态中，形成城区的功能性老化;③随着城市经济社会发展战略重点的转移和主导产业结构的调整，城区原有的空间结构不能适应城市性质的重大变化，形成城区的结构性老化。针对上述特征，旧城改造工作主要包括以下内容:①旧城结构的调整。包括旧城建设用地结构、功能结构、建筑布局结构、居民构成结构等等各种涉及旧城整体结构问题的重新调整和布置。②旧城物质损耗的补偿。包括危旧房屋的改建，新房屋的增建，公共服务设施的维护和增设，地面道路系统和地下管网系统的补充完善，室内生活设施的更新和改造等。③旧城环境的综合整治。包括不适宜在区内布置的各类机构的外迁.噪声源、有害气体、生产与生活污水、固体废弃物等污染物的清除和污染源的治理.绿化、植树，小区园林绿地的增辟，居民户外休憩娱乐设施的建设、以及城区生产、生活环境的监督管理工作就工作程序而言，旧城改造一般包括四个工作阶段:工编制全市旧城改造的总体规划方案。即依据城市总体规划的部署，确定全市范围内所有需要实施改造的旧城区的数量、地域范围和分布面;区分每片旧城区的结构特点、功能特点和改造工程的重点、难点;依据城市经济实力和城建资金的筹措情况，确定全市旧城改造的方式和时间顺序。②编制某一特定旧城区的详细改造规划。具体拟定该旧城区改造后的功能和性质.确定改造后的城区人口规模、建筑密度、容积率、建筑物限高、道路红线和断面控制点的坐标与标高，以及各项设施的人均定额标准等等技术经济指标，拟定工程实施方案、分期工程进度和投资额度与来源。③改造工程的实施这一阶段以拆、迁、改建和重建施工为中心，相关的工作还包括:评估旧城区建筑物和构筑物的成色.确定拆迁的范围和数量，选择准备周转用房和周转用地，组织有关住户和企事业单位搬迁等工作二④竣工收尾工作。这一阶段工作的主要任务是组织对旧城改造工程的质量与效益的审查验收，交付使用，进行工程投资决算，相关的工作还包括组织原住户的回迁安置，以及新增公共服务设施的管理和工作人员的配备等等
