产权登记产权登记【产权登记I城镇房地产(公产和私产)产权人或产权代理人向国家房地产管理机关进行申请，办理有关产权登记，领取产权所有证等手续的过程。产权登记分为总登记、转移登记、变更登记和其他几种登记。总登记也叫静态登记，是在一定期间内，在较大行政区域内举办的统一的、全面的登记。转移变更登记也叫动态登记。是在总登记之后，产权发生转移或房屋本身发生变更时所必须的重新登记，又分为转移登记和变更登记二种。其他几种登记是除以上二类登记外，有些地区要求做的几种登记，如遗失登记、更正登记和新建登记等等。产权登记的工作程序是:1.登记收件。主要是检验证件和填写申请书、墙界表等几项工作。2.勘丈绘图。是对已审请房屋产权登记和尚未申请登记的房屋，以房屋产权人为单位，逐户、逐处进行实地勘察，查清房屋现状，丈量计算面积，核实墙体归属，.绘制分户平面图，补测或修改房屋的平面图(地籍图)。3.产权审查。是以产权、产籍档案的历史资料和实地调查勘察现实资料为基础，以国家现行的政策、法律和有关的行政法规为依据，对照申请人提交的“申请书”、“墙界表”、产权证件证明，逐户、逐幢认真审查其申请登记的房屋产权来源是否清楚，产权转移和房屋变动是否合法的整个复杂细致的工作过程。4.绘制权证。是根据审查确认的房屋产权、绘制权证(房屋产权或房屋共有权保持证)。权证制作按照缮证、配图、核送、送印四个流程顺序进行。5.收费发证。是产权登记发证工作的最后程序，要求把应收的登记费收缴人库，把应发出的权证发放到产权人手中。通过产权登记，可以了解整个社会房地产占有的基本情况，如业主的身份、职业、房屋坐落类型、结构、数量、用途及产权的来源和变化情况。掌握这些资料，能为制定房管政策提供可靠的依据。房地产登记具有以下特点:1.具有强制性。在政府公布进行房地产登记时，凡当地公私房产，均须在登记期限内，到指定点登记。对逾期不登记的房地产，即给予公告代管。如代管期内仍无人登记，期满即为公产。对房产转移，逾期不登记的予以处罚。2.具有绝对效力。在产权人行使产权时，任何人不得侵犯。3.具有公信力。凡登记过的产权，都能保证产权真实，得到社会信赖。4.记人产籍，发给证件。登记产权必然放入产籍图、簿、卡并发给产权证。产权工作是一项涉及面广、任务量大、政策性强、专业性高、时间较长的工作。又是国家为健全法制，加强城市房屋管理、依法确认房屋所有权的必不可少的手续。凡是规定范围内的房屋，不论属谁所有，都必须按照所有权登记办法的规定，向房屋所在地的房管机关申请所有权登记。产权登记是房屋产权管理的主要行政手段。只有通过产权登记，才能对各房屋产权实施有效的管理。
