学校科研管理高等学校对校内科学研究的领导、组织和管理工作。这是高等学校工作的有机组成部分。高等学校科研是国家科研的一个重要方面。在西方的一些国家，科研和教学的结合是高等学校特点之一。如法国大学把系一级教学组织称为"培养与研究单位"。大学的科学研究主要侧重于纯理论性的研究，其目的是为教学服务，而不以接受校外机构的委托或合同为其科研方向。英国的高等学校也有重视研究的传统，但在学校工作中，教学仍占首位，科研主要为教学服务。美国的大学也有搞科研的历史，但科研项目比较集中在少数大学。从各国高等学校科学研究情况来看，其共同点大致有以下 3方面：①强调高等学校应该主要搞基础理论的研究，为教学服务。②应用科学的研究出现了增长的趋势，特别是在一些专业学院。③重视跨学科的研究。在中国，高等学校科研管理的任务是：正确执行中国共产党和人民政府的有关方针政策，制定科研发展规划，充分调动教学、科研人员的积极性，充分利用已有的设备，在有限的人力、财力、物力和时间条件下，为学校科研工作创造良好的条件，求得科研工作的最佳效果。中国学校科研管理工作的原则是：①要遵循国家发展科学文化事业的基本方针政策，如"百家争鸣，百花齐放"、"理论联系实际"、"勤俭办科学"、"科学技术与社会经济协调发展，并把促进经济发展作为首要任务"等。②要尊重科学研究自身的规律和特点，确认科研是探索客观规律的创造性劳动。③要正确处理教学和科研的关系，通过科研促进学校教学质量的提高。在中国，高等学校具备一定条件，可以建立专门研究机构，设精干的专职研究人员，完成国家、地方和学校的研究任务。高等学校教师在完成教学任务的前提下，可以接受校内外研究机构的聘请,充任兼职研究人员,承担研究任务。研究项目都需列入学校科研计划。本科高年级学生和研究生如从事科研工作，主要目的是训练他们的独立工作和研究能力，加深专业知识。他们的科研活动要在教师指导下进行，成为教学计划的有机组成部分。教学辅助人员、行政人员以及校办工厂的人员等在业余开展学术研究，应受到鼓励。在中国，高等学校的科研，可设立主管业务部门如科研处（科）统一管理。还可建立学术委员会。在中国，学校科研管理工作的内容有：①计划管理。其中心是项目计划，制定项目计划要从实际出发。自然科学研究要注意基础研究、应用研究和发展研究的一定比例；社会科学研究要理论、历史和现状兼顾；教科书、教学参考书的编著和新型试验仪器设备的研制也应作为重要科研项目加以重视。科研任务要落实到人，要发挥优势，保证重点，全面安排。与项目计划相应，还要有人员培养、机构设置、设备经费等单项计划相配合。所有计划都要有审批手续，学校科研主管部门要以计划为依据，推进各项工作。②成果管理，主要包括成果的鉴定和推广应用。学校要根据国家的有关规定，制定本校科研成果管理办法;要提倡科研道德,实行奖励制度。③经费和设备管理。学校科研经费主要来源是：科技部门拨给的科研费用；教育部门拨给的教学、科研经费；合同单位拨给的专款。使用经费时要保证重点，专款专用。学校对科研设备的管理，实行集中与分散相结合的办法，以便提高设备利用率。④人员管理。要做到人尽其才，认真执行国家关于学位、职称、出版、奖励等规定。⑤情报资料管理。有条件的学校要建立科技、学术活动情报室和图书资料室，负责搜集、整理和保存有关情报资料，为校内科研服务。
