洪水保险对洪水灾害实行的保险。为配合洪泛区管理，限制洪泛区?缓侠砜ⅲ跎俸樵稚缁嵊跋欤跃幼≡诤榉呵木用瘛? 社团、 企业、事业等单位实行的一种保险制度。它属于防洪非工程措施之一。一般有自愿保险和强制保险两种形式，后者更有利于限制洪泛区的不合理开发。凡参加洪水保险者，按规定保险费率定期向保险公司交纳保险费。保险公司将保险金集中起来，建立保险基金。当投保单位或个人的财产遭受洪水淹没损失后，保险机构按保险条例进行赔偿。实施洪水保险的主要目的是：①通过对不同风险度区域收取不同费率，对新开发者课以高费率，以限制在洪泛区的不合理开发。②洪灾后受灾者能得到赔偿，有利于加速恢复正常的生活和生产，并可减少国家对洪灾的救济经费，从而可减小洪灾对社会的影响。开展洪水保险工作之前应：①绘制洪泛区各种频率洪水的淹没图，以确定洪水风险度；②制定各区的洪水保险费率和保险条例；③开展宣传，发动公众参加保险。美国是实行洪水保险较早的国家。1956年美国国会通过了《联邦洪水保险法》，1968年通过《国家洪水保险法》，1969年通过《应急洪水保险法》，此后，还在其他法案有关条款中予以修正补充，并逐步从自愿保险转向强制保险。强制保险政策实施后，对推动全国洪水保险起到一定作用。英国、澳大利亚、新西兰、印度等国家也已开始实施洪水保险。1949年中国建立了保险公司，由国家统一经营保险事业，在企业财产和家庭财产保险条款中规定：对暴雨、 洪水、 海啸、冰凌、泥石流等所造成的灾害负赔偿责任，并在全国一些地区推行。这对受灾后安定居民生活，恢复正常生产，减少国家救济费用等，发挥了一定作用。但作为防洪非工程措施的洪水保险，80年代才在淮河中下游开始试办。
