统收统支财政体制特指中国在1950年实行的一种预算管理体制。即地方组织的财政收入统一上缴中央，地方支出统一由中央拨付的高度集中的预算管理体制。体制的实行中华人民共和国建立后，在长期革命战争中形成的分散管理、分散经营的财政经济工作状况，已不适应新的政治经济形势的要求。为了平衡财政收支，稳定市场物价，安定人民生活，1950年3月,政务院发布《关于统一国家财政经济工作的决定》、《关于统一管理1950年年度财政收支的决定》及其他有关决定，使国家财政从分散管理转向集中管理的轨道。其主要内容是：①财政管理的一切权限集中在中央。所有的财政收支项目、收支程序、税收制度、供给标准、行政人员编制等，均由中央统一制定。②一切财力集中在中央。除地方税收和其他零星收入抵充地方财政支出外，其他各项收入，包括公粮、关税、盐税、货物税、其他工商税收、国营企业收入和折旧提存,以及清仓物资、战争缴获物资、没收汉奸战犯敌伪财产、新解放城市接管的金银外钞和其他实物、公债收入等等，统归中央财政。③一切支出统由中央核拨。各级政府及国营企业所需经费，均需编制本地区、本企业的收支预算和财务收支计划，逐级上报中央政府，经由中央统一审核批准后，逐级拨付。地方组织的财政收入同地方财政支出不发生联系，收支两条线，收入按规定缴入金库，支出由金库统一支拨，如无中央财政的拨款通知，金库一律拒绝支付。④统一国家预算。各项财政收支，除地方附加外，全部纳入国家预算。此外，为了保证中央财政的需要，还规定在支拨粮款时，如有不足，必须遵守先中央后地方，先军费后政费，先前方后地方等原则。由于全国的各项财政收支统一由中央管理，故人们将这种预算管理办法称之为"统收统支"体制。在"文化大革命"期间的1968年，由于上年出现财政赤字，一些地区生产和财政收入大幅度下降，曾再度实行过统收统支的预算管理体制。体制的作用统收统支体制有利中央在特殊情况下集中财力，兴办大型建设项目，统筹安排，实现财政收支平衡，在中国社会主义建设事业中曾发挥积极的作用。但在这种体制下，财权过于集中，地方收支不挂钩，完全处于被动地位，既不利于调动地方的积极性，也不利于中央财政集中力量研究和制定国家财政大政方针，发挥财政在国民经济管理中的宏观调控作用。
