金融监管金融监管【金触监I】对整个金融业的监督与管理。由于最早政府对金融业的管理仅限于对银行业的管理，而后来发展起来的对金融其他领域，如金融市场的监管有自身更丰富而独特的内容，因而一般的金融监管即指对银行业的监督管理。具体地讲，金融监管或称银行业监管即指政府或权力机构为保证银行遵守各项规定从而避免不谨懊的经营行为而通过法律和行政措施对银行进行的监督与指导。政府对银行业的管理，一种是出于传统的实施经济及金融政策的原因，被称为实施货币信贷管理，是一种间接管理方式。另一种被称为谨懊管理，包括对银行使用的各种法律和行政措施，以保证银行安全，鼓励公平竞争。狭义的金融监管即指建立在政府对银行业谨慎管理之上的监管当局对银行的监督与指导。这种管理是一种直接的行政式的管理行为。金融监管是由政府或其他权力机构行使的，这是由于金融业是经营货币的特殊行业，金融业的风险对整个社会影响巨大;而单纯以市场力t管理金融业又存在一定的不足，因此政府部门当然地要承担管理金融业以维护金融秩序和实现经济稳定的责任。西方国家的金融监管，是在银行倒闭带来的政治、经济压力下产生并发展起来的。特别在战后，西方国家的金融监管无论在理论上还是监管技术上都取得了重大的发展。
