药品生产和质量管理规范简称good manufacturing practice，缩写为GMP。是国家卫生管理部门为保证药品的质量，对药品生产全过程进行管理所制订的准则。只有对药品生产的全过程加以管理，辅之以抽样检验,才能保证药品的质量。GMP实际上反映一个企业的生产管理及测试的技术水平，亦即一个企业的生产部门及管理部门需具备的最低技术水平。现在世界上GMP有三类：①国际间的GMP，参加国共同遵守，如世界卫生组织(WHO)的GMP，1967年，世界卫生组织根据质量是生产中纳入产品的概念,制订了GMP文本。于1968年收入 WHO的《国际商品贸易中药品质量签证体制》，于1975年世界卫生大会时通过，付诸实施。②为国家的GMP，是一国政府制定的GMP；③药品生产企业内部的GMP，如美国药物制造商协会(PMA)的GMP,属于企业内部的准则。截至1983年止，全世界共有84个国家执行GMP管理,且数量有增加的趋势。上述的《国际商品贸易中药品质量签证体制》就是以WHO的GMP为基础的。凡参加此体制的国家，出口药品必须符合WHO的GMP规定。在162个会员国中现已有108个国家参加。各类 GMP有以下共同特点。①对药品生产全过程的管理，包括对人员、厂房设施、设备、清洁卫生、原辅料、生产管理系统、生产操作、质量管理系统、包装容器和材料、贴签和包装、成品销售、群众意见乃至不良反应的报告等提出的具体要求；②强调预防为主，从厂房设施、人员、机器及操作方法等方面提出防止产品污染（微生物及粉尘）、混淆和差错的措施；③要求大到一个工序，小到一件用具，在用于生产之前，都需取得其所处状态确能保证质量的数据；④强调环境和卫生对质量的影响。由于GMP是药品质量管理工作的基础,愈来愈受到各国的重视。中国国家医药管理局系统于1982年制订了《药品生产管理规范》，并于1986年7月1日正式颁发，在化学医药行业中全面推行。最近通过的《中华人民共和国药品管理法》中第九条规定，药品生产企业必须按照国务院卫生行政部门制定的GMP管理制药厂。
