关于提高城市规划科学技术水平提高城市规划科学技术水平包括加强科学技术研究和推广应用先进技术方面的内容。在城市发展的历史长河中，城市规划的理论和实践随着城市化的进程正在不断丰富、充实和完善。我国是一个历史悠久的文明古国，城市的形成可以追溯到3500多年以前。《周礼·考工记》就曾有“匠人营国，方九里，旁三门。国中九经九纬，经涂九轨。左祖右社，面朝后市。”的记载，反映了古代人们建设城市的规划构思和布局规则。古代城市建设和发展过程中积累的丰富的历史遗产，反映了我国的城市规划和管理曾经达到较高的水平。但是，我国现代城市规划事业，是在解放后50年代开拓、经过曲折的道路逐步发展起来的。随着改革、开放的不断深入，传统的规划模式、内容和方法都不完全适应形势发展的需要，我们的城市规划教育部门、科研设计部门和管理部门应当密切配合，加强科研工作，认真总结、反思，借鉴国外的有益经验，更新观念、开阔视野，注意城市规划和政治、经济、社会、法律、地理、环境、艺术、工程等多学科的相互渗透，逐步建立和完善具有中国特色的社会主义城市规划理论体系和工作体制。当前，城市规划新的技术的运用正在深入发展。“七五”期间，建设部城市规划司先后在昆明、武汉、苏州等地召开会议，总结交流城市规划应用遥感、计算机技术的经验和成果，研讨并制定了应用新技术的方针，提出了到2000年的发展目标，进一步推动了城市规划新技术的应用。近年来，在各级城市规划部门和有关高等院校科研单位的通力合作下，已有天津、北京、沈阳、广州、上海、太原、武汉等十几个城市应用遥感技术进行城市综合调查或专项调查，在城市基础力量搜集、城市地质地貌、城市建设现状、城市生态环境的调查研究等方面均取得了显著进展，为城市规划、建设、管理的决策提供了新的、科学的基础资料。在应用计算机方面，主要在编制城市交通规划；对城市经济社会发展和土地利用进行分析、评价、模拟、预测；建立信息数据库，为规划设计和规划管理服务；辅助测绘和制图等方面也取得了较好的成果。但从整个城市规划行业来看，应用新技术仍处在起步探索阶段，与发达国家和国内起步较早的其他行业比较还有很大差距，与新技术的迅速发展和我国的建设事业需求还很不适应。我们要继续推动新技术在城市规划工作中的应用，使城市规划科学技术进入一个新的历史阶段。
