比冲火箭发动机单位重量（力）推进剂产生的冲量，或单位重量（力）流量的推进剂产生的推力，又称比推力。比冲IS=F/夵（秒）,式中F为推力（牛）,夵为重量(力)流量（牛/秒）。也有使用质量流量的,则比冲的单位为米/秒或牛·秒/千克。对于固体火箭发动机无法精确测量推进剂的重量（力）流量，只能用总冲量除以推进剂的总耗量求得平均比冲。比冲是火箭发动机的重要性能参数，直接影响飞行器的射程和有效载荷。比冲决定于发动机的结构设计、工作参数和使用的推进剂。工作介质喷射射流速度越大，比冲越高。由热力计算得到的推进剂在一定工作条件下的最大可能的比冲称为理论比冲，是衡量推进剂能量特性的重要指标。单位体积推进剂产生的冲量为体积比冲(Iv),它等于推进剂密度(ρ)和比冲(IS)的乘积,即Iv=ρ·Is,因此也称密度比冲,体积比冲的单位为牛·秒/米3。体积比冲是综合评定火箭发动机的一个性能参数。体积比冲大，火箭结构重量可以减小。与发动机推力、推力室推力、海平面推力和真空推力相对应，比冲有发动机比冲、推力室比冲、海平面比冲和真空比冲。
