基本建设工程竣工决算为确定建设项目从筹建到竣工验收实际发生的全部建设费用而编制的财务文件，是竣工验收报告的组成部分。它综合反映建设项目实际造价和投资经济效果，是办理交付动用验收的依据。所有竣工验收的项目，在办理验收手续之前，都应认真清理财产和物资，编好竣工决算。它有利于正确核定新增固定资产价值，考核概算、预算执行情况，发现投资使用和管理中的问题，对严格基本建设概算、预算、决算工作制度，建立健全经济责任制，加强经济核算，降低工程造价，充分发挥投资效果，具有重要作用。基本建设项目竣工决算的内容不尽相同。中国有关主管部门规定，大中型建设项目竣工决算必须反映竣工工程概况、竣工财务决算和交付使用财产的情况，具体要求是：①竣工工程概况。主要说明项目新增生产能力、建设实际成本及各项技术经济指标的实际完成情况。对少数未完建设工程应列明工程内容、所需投资和处理措施。②竣工财务决算。反映竣工项目投资来源及运用情况。资金来源包括投入建设项目各条渠道的全部资金；资金运用全面反映作为基本建设成果的交付使用财产，已支出但不构成交付使用财产的资金，结余的财产。③交付使用财产。包括交付投资使用的新增固定资产和流动资产。竣工决算由建设单位负责编制，施工单位提供施工资料。编制前要清点财产物资，清理债权债务，做到帐实相符，帐帐相符，工完帐清。竣工项目办理动用验收一个月内，编好竣工决算后上报有关部门进行审查。
