低温低阻电缆输电利用低温条件下高纯度铝或铜的电阻大幅度降低、散热能力大大提高的特点而开发的大容量输电技术。铝在温度为77开的液氮中，其电阻率只为常温下的十分之一左右；若采用液氢冷却，电阻率还能进一步降低。与常温下的一般电力电缆相比，导线在液氢或液氮冷却下，既降低了导线的热损耗，又增加了散热能力，因而传输容量大为增加。额定电压为 110千伏以上的低温低阻电缆，输送容量可达5000兆伏安以上。低温低阻电缆输电系统的主要部分除了电缆本身以外，还包括低温冷却系统以及电缆的端头和套管等。低温低阻电缆可采用液氮冷却，与超导电缆的液氦冷却系统相比，液氮冷却系统装置要简单得多，费用也大为降低。低温低阻电缆输电可能是向液氮温区超导输电发展的过渡性技术。低温低阻电缆还要有良好的电绝缘和热绝缘。可采用真空、液氮浸渍的合成纤维纸或电缆纸、带包聚合薄膜、固体塑料作为电绝缘。液氮本身加上固体支撑亦可作为电绝缘。热绝缘可采用真空或真空多层绝热、真空粉末或塑料泡沫绝热。其中塑料泡沫和真空粉末绝热比较简单，常用于液氮冷却的低温低阻电缆。电缆可做成可挠性、半可挠性和刚性 3种形式。导线及其电绝缘为可挠性的、而绝热管道为刚性的低温电缆称作半可挠性的。目前比较趋向于半可挠性的低温低阻电缆。几种典型的电缆结构如图所示。在图a的结构中真空兼做电绝缘和热绝缘；图b和图c的结构都属于液氮浸渍的带包热绝缘加上塑料泡沫的热绝缘。通常把导线做成管状,冷却介质在导线内部流动,提高散热效果。冷却介质在三相中可以采用不同的流动方向，自成回路；亦可以三相沿一个方向流动，另设管道作为回路。
