都江堰灌区都江堰灌区Dujiangyan Irrigation District士王庙冰文站都江堰渠首示意图的含意。而且由于这里的环流作用和外江坡降大,大部分泥沙都从外江排走。渠首工程布局合理的第二点是,飞沙堰的位置正好布置在内江弯道的末端,强烈的螺旋流把进入内江的泥沙绝大部分排出飞沙堰,同时也溢出了大部分洪水,从而保证了宝瓶口少进洪水和泥沙。其三是宝瓶口利用玉垒山脚下有利地形,经人工修凿成形如瓶颈的引水口,其口门宽仅20米,既能引水、灌溉、漂木,又能控制少进洪水,减轻内江灌区洪涝威胁。成功的经验在都江堰的创建与发展过程中,总结出:“乘势利导、因时制宜”和“遇弯截角,逢正抽心”的治河原则;“砌鱼嘴、立拜缺(溢洪道)、深淘滩、低作堰”等引水、排沙、防洪经验;创造了妈搓、竹笼、“羊圈”、桩工、干砌卵石等河工技术。这些经验和技术的特点是:适合当地条件,符合现代科学原理,就地取材、施工简易、经费节省。至今仍有实用价值。都江堰修建在眠江这样一条推移质数量多、粒径大的河流上,而且是个无坝引水枢纽,河道的整治,水量的合理调配,工程的维护,都有赖于良好的管理工作。从1974年在外江挖出的李冰面象身上所刻铭记可知,东汉灵帝时,派有“都水椽”和“都水长”的水利官员,说明至迟在1800多年前都江堰就有管理机构了。以后历代都设堰官,负责岁修工作,这是都江堰历久不废的一个重要原因。现代的都江堰灌区1949年以后,对都江堰的改造与发展做了大量工作;改建了渠首工程,加固鱼嘴、飞沙堰、离堆和宝瓶口;调整和合并了外江几条干渠的引水口;修建了50余座重要分水枢纽;改造了老灌区三万多条旧渠道。灌区的发展在成都平原,新建了人民渠1一5期灌区,三合堰灌区,东风渠1一4期灌区,牧马山灌区,扩大了解放渠灌区和老灌区,共计发展了由都江堰直接引水的平原灌区390 .20万亩。在龙泉山以东丘陵地区,新建了人民渠6一7期灌区,东风渠5一6期灌区共计发展了引都江堰水囤蓄的丘陵灌区429 .01万亩,合计新发展灌区819、21万亩,使都江堰灌区从1949年的288.39万亩发展到1107.6万亩‘详见表)。并在新灌区相应建造了黑龙滩、三岔、鲁班、继光等10座大中型水库、300余座小型水库,总库容12亿立方米。灌区的管理工作为了加强组织领导,统一管理机构,成立了都江堰管理局。
