西方近代农业经济思想西方近代农业经济思想agricultural economic thought of modern western countries业》(The Gentleman Farmer)一书。书中对英国各地推行的新轮栽方式加以评述，并从企业经营的观点讨论了农场经营规模及地租问题。霍姆的著作已暗示农学研究重点行将转入一个新的领域。这个阶段影响最大的扬(A.Young，1741一1820)不仅是个多产的作者，而且还是杰出的社会活动家、农学家和经济学家。马克思说他“虽是一个肤浅的思想家，但不失为一个精确的观察家”，他的许多著作中关于农业经济的有《农民书简》(The Farmer Letter to the People of Engla闲，1767)、《农村经济》(Rural Eeonomy，1770)、《农历》(Farmer，5 Calendar，1771)及几部游记。扬在农业经济理论发展上的主要贡献是:①论证了大生产的优越性;②提出了生产要素配合比例和投入与收益关系问题，说明经营面积的扩大应与集约化并行;③明确经营的目标是增多利润，把利润与地租加以区别，强调土地关系应当近代化。在研究方法上，扬是通过农业调查(Agricultural Survey，来掌握农村变革的实沉和趋势，探索农业发展的历程及方向。和扬同时的还有马歇尔(W.Marshall)及辛克莱(J.Sinelair)等人。他们和扬一道参加了由农业改良会(BoardofAgriculture)组织的英格兰、苏格兰等地的农业调查，并在1793一18先后出版了一系列的《各州农业调查报告》(Country Reports)。可见，作为英国农村新兴资产阶级利益代表的这批学者，都细心观察并参加了当时的农业变革实践，并精确地记录了变革的实况及进程。尽管他们还没有创立比较系统的农业经济理论，但是作为先驱者的业绩应予肯定。后来，英国在1846年废除了谷物法，增加农产品进口，缩小本国的谷物种植面积，变耕地为牧场，有关农业经济的研究也随之衰落下去。英国的农业革命对欧洲大陆上的国家产生了不同程度的影响。被誉为近代农学创始者的德国泰厄(A.D.vol飞Thear，1752一1828)，在他1798一1804年分3卷出版的《英国农业论》及1809一18分4卷出版的《合理农业原理》(Grundstaz der Rationelle，飞Land侧rtSC Haft)都是以英国当时推行的轮栽式农业为模式，来探索德国农业发展方向的。泰厄认为合理的农业就是英国盛行的轮栽式农业，因为它不仅建筑在科学原理上，也是收益长久的农业。他认为农业经营的最高目的是取得最大利润。强调要教育农民，推行轮栽式农业，以代替中世纪遗留下来的三圃式农业。泰厄的成就和影响远不止此，他还在《合理农业原理》一书中提出了农学的体系及经营类型等有关学科建设的根本问题。他正确地论述了农学应由经济经营和生产技术两个侧面构成，但却认为经营应从属于技术。他把农业经营分成机械的、技巧的和科学的三个类型。强调只有科学才是合理的，而合理的农业应当是“一个营利性的活动，通过植物性和动物性物质生产(通常还包活加工)来创造利润或取得货币。
