森林资源监测森林资源监测monitoring of forest resourcessenlin ziyuon Jianee森林资源监测(mo川toring of forest resources)对森林资源的数量、质量、空间分布及其利用状况进行定期定位的观测分析和评价的工作。它是森林资源管理和监督的基础工作。其目的是及时掌握森林资源现状和消长变化动态，预测森林资源发展趋势，对领导干部实行森林资源消长任期目标责任制的监督和检查，为制定和调整林业方针政策、规划、计划及时迅速提供可靠依据;是为林业经营管理科学决策服务的重要技术措施。中国于1989年开始建立全国森林资源监测体系。该体系是以已建立的全国森林资源连续清查体系为基础，由国家森林资源监测、地方森林资源监测和资源信息通信与管理系统组成。中国森林资源监测方法根据目前森林资源管理与技术水平，国家森林资源监测采用森林资源连续清查与现代数据更新技术相结合的方法，以所在区、市为单位，每5年对所设固定样地进行复查，提供全国和省(区、市)森林资源连续清查成果(见森林资源连续清查);在复查间隔期间，采用数学模型预测方法，更新当年森林资源数据，提供年度资源监测成果。数学模型是以省为单位建立，为提高预测精度，要建立一定数量的信息采集点，采集当年有关森林采伐、更新造林、森林生长、资源消耗以及林业生产、林业经济等信息，用于调整模型的各项参数，使当年更新数据接近实际。地方森林资源监测的技术方法，一般采用定期进行森林资源调查，建立森林资源档案，及时更新统计数据，或用数学模型更新方法。资源信息通信与管理系统，是利用现代计算机技术、信息技术及通信技术为主要手段，把自上而下的和自下而上的森林资源监测有机连成一片，达到及时和迅速监测全国森林资源变化和辅助经营管理决策的目的。为加强国家森林资源监测工作，林业部在全国设立了东北、西北、中南、华东4个区域森林资源监测中心，主要任务是负责各区域内省(区、市)森林资源监测技术指导、质量检查、成果验收、数据统计、汇总、分析，以及森林资源监测先进技术的引进、试验和推广等。(袁运昌周昌祥)
