安全文化安全文化safety cultureonquan wenhuo安全文化(safety。ulture)指在组织和个人中，建立起使核电厂安全问题根据其重要性得到最高优先关注的特性和态度的集合。安全文化有两个普遍性的成分:第一是在一个组织内的必要的构架，也就是管理体系的职贵;第二是参与并得益于此体系的所有层次的成员的态度。1986年国际原子能机构国际核安全顾问组在《切尔诺贝利核电厂事故审查会报告》(I NSAG一1)首次提出要加强安全文化。1988年在《核电厂基本原则》(I NSAG一3)对安全文化做出了进一步的说明。1991年又出了《安全文化》(I NSAG一4)的专题报告，对安全文化做了更系统的阐述。安全文化对所有从事有潜在风险的活动都是必要的，对从事核设施、核活动尤为重要。安全文化必须从每个国家、社会、地区和组织现存的文化中产生，并必须成为上述文化的一个组成部分.必须薄重现有的文化，并在此基础上创建自己的安全文化。创建安全文化是所有人员的共同责任，但对决策层、管理层和工作人员各有其不同的要求。对决策层的要求主要是:(1)政府必须充分认识核安全的国内国际影响，负担起保护公众和环境的责任，制定核安全政策、法律，建立独立于核能发展组织的核安全监管机构，确立营运组织安全贵任制。(2)核安全监管机构必须代表政府独立实施对核安全的监怪管理，制定核安全法规、许可证制度，推动创建符合国情的安全文化.(3)负贵核能发展和营运的组织负责所属核设施的安全管理，必须制定安全政策声明，建立合理高效的管理机构，保证必要的资源，培育安全文化，创建良好的工作环境和工作人员的行为规范.对管理层的要求主要是:(l)必须认真遵守核安全法规以及许可证限值和条件;(2)明确规定组织内的组织结构、职贵授权界限和联络渠道;(3)制订和严格执行工作规程‘(4)系统地进行工作人员的培训、考核和授权以及安全文化的教育.(5)组织内部和外部的评价、验证和经验反馈.对工作人员的要求主要是:(l)必须认识，在一个组织内的安全文化是由所有各层次的人员共同实现的;(2)各层次的工作人员都符合资格要求，能胜任所负担的工作;(3)充分重视安全，认识本岗位对安全的愈义;(4)所有人员均应具备.决策层和管理层并应培育和鼓励工作人员有高度的责任心和奉献精神，以及严格谨懊、团结合作、不盲从、敢于讲真话、善于发现和敢于提出问题、不隐瞒事实真相、正确对待工作中的差错、自由坦率交流、永不自满、创造更优秀成绩的工作态度。
