沥青混合料拌和基地为铺筑沥青混凝土路面提供厂拌沥青混合料而设置的固定或临时性基地。大中型城市按照年供应新建、改建、养护工程所需沥青混合料的品种、规格、数量、时间和运距等因素，选择一处或多处固定地点，设置沥青混合料拌和厂，配备一台或多台沥青混合料拌和机和配套设备。公路上修筑沥青混凝土路面，所需供应的沥青混合料，随工程进展而转移，采用易于拆卸、运输、安装的组装件构成的移动式沥青混合料拌和机和配套设备（见沥青混凝土搅拌设备）。沥青混合料是由烘干、加热的砂石、矿粉、脱水加热的沥青等材料按级配比例，采用分批投料或连续投料方式经过强制搅拌器或连续投料在加热滚筒内拌和而成。利用挖掘破碎或经机械刨削采集的废旧沥青路面材料经过筛分按一定比例掺入新料和再生剂拌和使用，可获得再生沥青混合料。分批投料强制搅拌器拌和工艺流程如图1。连续投料加热滚筒拌和工艺流程如图2。沥青混合料生产工艺流程的操作控制方式分手动式、半自动式、全自动式三种；现代化沥青拌和机按不同情况采用半自动式或全自动式控制，可按照小时产量的需要对各种骨料供料称量、加热温度、沥青称量或泵送控制、贮料料位存量、出料等工艺流程通过电子计算机对设备装置的执行机构实行程序控制和记下各种记录和数据。（见彩图）较完整的沥青混合料拌和基地由下列车间和部门组成：①沥青混合料拌和机（包括进料系统、材料加热系统、搅拌系统、贮料系统、集尘系统,如图3）；②动力车间（包括供热锅炉房、空气压缩机房、供电变电所）；③机修车间(包括五金仓库)；④汽车运输队（包括加油库）；⑤材料试验室；⑥办公用房、生活及安全设施。如当地无矿粉供应，或需自行破碎大石块提供碎石时，则须建立粉磨车间及轧石车间。固定式沥青混合料拌和基地，多选择距市区中心较远的近郊区，有水路、公路或铁路交通运输便捷和具备供水、供电、通讯设施条件的地区，其场地面积要满足基地材料堆场、油罐、各车间、部门建筑物设施和厂内道路、绿地和安全消防间距用地的需要，要充分利用地形，将各车间、部门建筑物按照整体机能需要和生产工艺流程，布置合理，排列紧凑。临时性沥青混合料拌和设备基地的位置，宜选择在路线的中段能向前后两端供应物料，使运距经济，和减少基地的转移次数。按照环境保护要求，基地要控制在生产过程中大量烟尘的排放，要采取集尘措施装置，如多管旋风集尘器、干式布袋集尘器或湿式集尘器等组成二级集尘系统，达到有效地控制烟尘污染环境，并在有关车间、沥青油罐区、加油站、锅炉房等处设置消防器材，确保生产安全。
