城市旧区改建的主要原则城市旧区改建应当遵循加强维护、合理利用、调整布局、逐步改善的原则，统一规划，分期实施。城市旧区改建的重点是对危房棚户、设施简陋、交通阻塞、污染严重地区进行综合整治，有的需要集中成片地拆除重建；部分建筑质量低劣、设施短缺、需要填空补齐和提高质量的地区，应当进行局部的调整改建，使各项设施逐步配套完善，房屋和各项设施基本完好的地区，应当充分利用并加强维护，保证各项设施正常运行。城市旧区的改建应当同产业结构的调整和工业企业的技术改造紧密结合，改善用地结构，优化城市布局。要按照规划迁出有严重危害和污染环境的项目，充分利用腾出和闲置的土地，扩展文教卫生和商业服务等公共设施，增加居住用地、城市绿地和文化体育活动场地，加强基础设施和公共设施建设，改善城市环境和市容景观，提高城市的综合功能。城市旧区特别是历史文化名城和少数民族地区城市的旧区改建应当充分体现传统风貌、民族特点和地方特色。市、县人民政府应当采取有效措施，切实保护具有重要历史意义、革命纪念意义、文化艺术和科学价值的文物古迹和风景名胜；有选择地保护一定数量代表城市传统风貌的街区、建筑物和构筑物，划定保护区和建设控制地区。
