城市腹地一般指与某城市地理位置接近，或与某城市具有密切经济联系而作为原材料、产品供应基地或重要销售市场的地区。城市腹地是在长期的商品经济发展过程中自然形成的，经常随社会经济发展而变化。城市和腹地之间的社会经济联系，内容十分广泛，但主要是原料材料资源、能源、水源、各种工农业产品的产供销关系，以及劳动力输送和人才交流。城市与腹地之间不一定在地理上连成一片，它不同于经济区。根据社会经济联系疏密程度的不同，城市腹地可分成若干层次。在中国，上海市的经济腹地，第一层次是长江三角洲，第二层次是包括江苏、浙江、安徽三省在内的华东区，第三层次将扩大到全国其他一些地区。城市腹地没有明确的地理界限。一个城市可以有多个腹地，而不同城市的腹地，又可以相互交叉和重叠。比如中国的西北地区，既是天津的腹地，也可说是上海的腹地。城市与腹地在经济上是相互联系、相互影响和相互作用的。城市的形成和发展要受腹地的自然资源和社会经济条件的影响和制约，而腹地的经济、社会发展，也离不开城市在经济、技术等方面的帮助和支援。
