景气预警信号系统景气预警信号系统景气预警信号系统根据与景气循环变动密切相关的景气指标，确定每一指标的四个预警区间的信号，对近期的经济运行状况发出预警信号，表示景气是否进入过热或萧条，以确定相应的对策和措施的系统。西方国家的景气预警信号系统，一般是采用一组类似交通管制信号那样，以红灯、黄灯、绿灯、蓝灯来表示。绿灯，表示当时的经济景气稳定，可在稳定中采取促进经济成长的措施。黄灯，表示当时的经济景气尚稳，但在短期内有转热或趋稳的可能;由红灯转变为黄灯时，不宜继续紧缩;由绿灯转变为黄灯时，表示绿灯时期所采取的措施虽可继续维持，但不宜采取进一步促进经济成长的措施，且须密切注视今后景气的变化，以适时采取减缓信用放宽的速度。红灯，表示景气稍热，若无适当措施，景气过热就将到来，这时应采取信用紧缩的措施，使景气逐渐恢复到正常状况。双红灯，表示景气已经过热，必须立即采取强有力的紧缩措施。蓝灯，表示景气已进入萧条，必须采取强有力的刺激景气复苏的政策和措施。为了综合判断全部系统进入的预警区间，需要对每一种灯号给予不同的分数。例如，双红灯为5分，红灯4分，黄灯3分，绿灯2分，蓝灯1分。若全部系统的12个指标，都为双红灯时，则综合分数最高为60分;都为蓝灯时，则综合分数最低为12分。这样，通过对各项景气指标计算求得的综合分数，可以综合判断本月的景气预警信号已经进入的预警区间。确定景气预警区间信号的分界点有两种方法:一是传统的确定方法，主要是依据有关专家的知识和经验，通过对历史资料的分析，制定出各项指标变动率的数值;二是经济数学的确定方法，主要是依据经济系统分析法、集值统计估计法、模糊统计确定法、目标规则法等经济数学方法来确定。
