质量管理为保证和提高产品质量而进行的一系列经营管理活动。包括质量调查,确定产品质量目标、计划、组织、协调、控制、信息反馈等各项工作。质量管理的作用主要在于：①提高企业和社会经济效益；②促进企业技术改造和技术进步，提高产品开发能力和生产工艺技术水平;③减少废品和不良品损失,降低生产成本；④组织质量信息的传递和反馈，增强产品市场竞争能力。质量管理的发展过程大体经历了检验质量管理（QI）、统计质量控制（SQC）和全面质量管理（TQC）三个阶段。检验质量管理阶段 20世纪初期，在美国F.W.泰罗（1856～1915）的"科学管理"理论和制度中提出把质量检验作为一种专门工序，成为科学管理的一项重要内容。专业检验的产生,有利于保证产品质量,促进了生产率和经济效益的提高。但它的主要缺点是实行"事后把关"，不能预防不合格品的产生。1924年，美国 W. A.休哈特（1891～1972）主张运用数理统计原理控制生产过程产品质量，并系统提出控制和预防质量缺陷的概念。但他的理论和方法当时并未被普遍接受。统计质量控制阶段 40年代初，正处在第二次世界大战期间，美国大批生产民用品企业转产军需品，但因事先无法预防缺陷，不能保证军需物资质量和如期交货。美国军政部门组织休哈特、H.E.道奇、H.G.罗米格、G.D.爱德华兹等专家，于1941～1942年制订美国战时质量管理标准,强制军工企业执行，取得显著成效；随后,其他行业也相继引用，并推广到欧、亚许多国家，统计质量控制从此风行一时。它主要根据数理统计原理和方法，控制质量，防止不合格品的产生。但它过分强调统计工具，忽视组织管理工作。全面质量管理阶段 50年代以来，生产力迅速发展，科学技术日新月异，在西方国家出现了许多推动质量管理发展的新因素：①工业产品更新换代日益频繁，对产品质量提出更高的要求；②产品质量产生、形成过程和影响因素更加复杂，要求运用系统的观点分析研究质量问题；③管理理论的新发展，引进了行为科学，重视人的因素，发动工人搞好质量管理；④市场竞争加剧，迫使企业必须对其产品作出质量保证。60年代初，美国A.V.费根鲍姆提出全面质量管理概念，认为在依靠统计方法控制生产过程外，还需要一系列的组织管理工作。要对设计、制造、生产准备以及产品使用等所有环节都进行质量管理；公司全体人员都要加强质量概念，承担质量管理的责任。中国工业企业于1978年开始推行全面质量管理。经过几年来的实践，已经取得很大成效。
