塑料回收消费后的塑料制品经收集、处理并加以再利用的过程。塑料加工中，常产生边角料和残次品，通常，平均残料率为3％,最高可达15％(如热成型及泡沫塑料加工)。这类边角料和残次品多由塑料加工厂自行处理。若为热塑性塑料，则仍用作生产原料，习惯称为再生料和回用料。但由于塑料应用日益普及，消费后的塑料制品数量与日俱增,已成为环境保护中一大问题。70年代以来,引起各工业发达国家的重视，日本、联邦德国等相继大力进行研究，并视为资源再生和环境保护的重要课题，列作国策的考虑对象。消费后塑料回收利用的途径有三：直接燃烧利用其热量、热解获取燃料油及燃料气和熔融再生。虽然对热解进行了许多研究，但迄今尚未工业化。所以，除直接燃烧外，目前以熔融再生居多。各工业发达国家都设有塑料回收工厂。个别品种如聚酯和聚氨酯泡沫塑料的消费后塑料，也可经化学处理回收其单体，加以再利用。消费后塑料回收的熔融再生工艺过程，包括破碎、分离、洗涤、干燥、塑炼、造粒等,其中,分离与洗涤的次数视回收塑料的清洁程度而定。由消费后塑料制品经洗净、粉碎制成的粒状或碎屑状料，称之为回收料。因其耐腐蚀性优于木材，故多制成土建工程材料，如垫路板、桩柱、栅栏支柱、 U型材、管道安装垫块、园林栅柱等。近年来的研究表明，配入恰当的添加剂或添加剂混合物，已能使某些回收塑料的实用性能提高至工程塑料的程度,而价格颇低。相容化工艺和相容剂的采用,使消费后塑料回收产生经济和技术上的巨大效益。
