国际版权保护国与国之间根据双边或多边协议相互提供的版权保护。17英国颂布第 1部现代版权法后，欧美各国陆续制定了各自的版权法。随着工业技术和印刷出版业的发展，国际交往的扩大，一国作者创作的作品在其他国家被翻译、翻印出版的情况越来越多。由于一国版权法仅在一国领土范围内有效，一国作者的作品在外域无法得到保护。这样，对作者权利的保护就不完全，甚至很不完全。而版权的国际保护，从法律上使对作者的保护更充分和有效，在经济上可使一国作品在国外的市场得到保证。因此，在19世纪40年代，由当时的发达国家发起，国际版权保护便实行起来。国际版权保护的形式有：①双边版权保护协定，例如法国在1843、1851和1852年分别与意大利、英国和比利时签订的双边版权保护协定，美国在参加世界性版权公约前与许多国家签订的双边版权保护协定；②地区性多边版权保护协定，例如一些美洲国家在 1889 年签订的《美洲国家间版权保护公约》；③世界性多边版权保护协定，如1886年签订的《保护文学艺术作品伯尔尼公约》和1952年签订的《世界版权公约》；④国家间互惠协议，即在本国有关法律或与外国签订的有关协议中规定，如果外国给本国作者以版权保护，则给该外国的作者以相应的保护。世界性版权公约是范围最广和影响最大的国际版权保护形式。世界上已有一百多个国家分别加入了《伯尔尼公约》和《世界版权公约》。由于发展程度和社会状况不同，各国在版权保护方面有不同的要求，国际版权保护的各种形式都必须注意协调由此产生的矛盾，从而形成国际版权保护方面的几项基本原则:①国民待遇原则,即任何一方应根据各自法律给其他各方国民以与本国国民相同的保护；②最低限度保护原则，即任何形式的国际版权保护应就保护的程度规定各方都能接受的最低标准；③形式上的互惠原则，即参加国际版权保护的一方，仅要求其他各方给予版权保护,遵守国民待遇原则,而不问其保护程度如何。由于历史原因，现行国际版权保护体系不免带有旧国际经济秩序的痕迹，因此为发展中国家所不满。1971年，两个世界性版权公约同时在巴黎进行了在某种程度上有利于发展中国家的修订；但问题并未解决。随着现代科学技术的发展和作品传播与复制手段的不断增加与改进,国际版权保护领域出现一系列新的难题。其中,发展中国家要求建立国际经济新秩序和在使用作品方面与发达国家的矛盾，新技术的挑战，作为国际版权保护面临的两大问题，将长期存在下去。
