流动人口暂时离开常住地的短期迁移人口。国外一般称为人口流动。流动与迁移是两种相似但又有区别的现象，流动人口与迁移人口虽然都进行空间的位移，但迁移是在永久变更居住地意向指导下的一种活动，而流动是短期的、往复的，不导致当事人常住地的改变。衡量流动人口的基本尺度是流动涉及的空间及其持续的时间。在空间尺度上，可以按流动距离对流动人口进行分类，或按一个社会的政治、经济活动的空间组织形式──区域,将流动人口按不同等级区域进行划分,如省际、县际、乡际流动人口，还可以按农村、城市两大居住地系统区分为以城市和农村为流动目的地的各种流向的人口。在时间尺度上，可以按流动人口的出行规律分为定期和非定期流动人口。在定期流动人口中，又可根据当事人离开常住地在外居留时间的长短，划分为每日流动、季节性流动和周期性流动人口。除了时间和空间标准外,也可以根据流动的功能、当事人与流动目的地的认同程度等多种标准衡量流动人口。流动人口产生的根本原因，在于个人或群体在社会生活中所必需的义务、活动、物品等在空间上是彼此分离的。从个人或群体的角度观察，一方面是与常住地联系在一起的归属、义务、权利和物品，另一方面是常住地以外存在的各种活动、机会、物品，由此导致人口由常住地向满足各种需求的地点移动。美国地理学家W.泽林斯基系统地总结了有史以来人口移动的各种类型，指出随着一个社会现代化程度的提高,流动人口的规模会不断上升,但类型将不断变化。在一个处于发展前阶段的传统社会中，流动人口数量很小，只限于社会交往、采集食物、宗教活动等有限几种类型。进入发展中阶段后，随着经济活动和城市化的发展，流动人口迅速增长，流动类型大大丰富，流动人口结构开始出现分化。流动人口规模的扩大对尚未充分发达的城市和交通造成巨大压力。到了发达阶段后，由于交通条件的完善，流动将取代迁移的一部分功能，使流动人口规模进一步扩大，人口流动的成因将偏重于经济和娱乐成分。
