机电排灌利用动力机械驱动水泵提水，进行排灌的工程技术措施。由泵站工程、电气工程和灌溉排水工程组成。机电排灌常用于没有自流排灌条件或采用自流排灌不经济的农田排灌、人畜饮水、城镇供水、围海造田、抽水蓄能及跨流域调水等。它在保证农业全面丰收，促进农业水利化、机械化、电气化等方面起着重要的作用。中国机电排灌的主要特点是：①机电排灌的配套动力采用柴油机与电动机并重；②主机组的传动方式，采用直接传动与间接传动并重；③泵站建设规模以中小型为基础，大型为骨干，大中小型结合。中国的机电排灌始于19世纪末，19无锡、常州等机器厂，开始仿制国外小型柴油机和离心泵。1949年全国机电排灌动力总装机为7.13万kW,灌溉面积378万亩，仅占当时全国灌溉面积的 1％。中华人民共和国成立以来的30多年中，机电排灌技术发展迅速，研制了离心泵、轴流泵、混流泵、井用泵、水轮泵、自吸泵等几十个水泵系列，几百个品种，1000多个规格，满足了全国泵站建设的需要。截至1986年底全国建成：大中小型各类排灌泵站47.7万多座,其中大型泵站194座；各类水泵机组571万台套，其中包括配套机井236万眼；排灌动力总装机达5979万kW，占全国农用动力的29％；机电排灌有效面积4.5亿亩，其中提水灌溉面积为3.9亿亩，约占全国有效灌溉面积的55％；提排有效面积6300万亩，占全国除涝面积的15％。中国机电排灌泵站的数量、装机容量及排灌面积均居世界首位，已成为现代化农业的重要物质基础。中国已建成的大型排灌工程有江苏江都排灌站等。引滦（河）入（天）津的跨流域调水工程、引黄(河)入青（岛）的调水工程均设置了许多大容量、大流量的泵站工程。世界上著名的机电排灌工程有：高扬程大流量的美国大古力泵站，灌溉面积最大的苏联古比雪夫提水工程，以及低扬程大流量的日本新川河口贯流泵站等。参考书目武汉水利电力学院刘竹溪主编:《水泵及水泵站》,第2版，水利电力出版社，北京，1986。
