道路计算行车速度在天气良好、交通量小、路面干净的条件下，中等技术水平的司机在道路受限制部分能够保持安全而舒适行驶的最大速度。它是计算道路技术标准中各项指标的主要依据，也是道路服务水平的尺度之一。选定计算行车速度应与道路的类型、等级、交通量及所在地区的地形特征相适应，并考虑经济(基建投资和运输费用)、安全等因素。中国《公路工程技术标准》将公路划分为五个等级，地形分为平原微丘区及山岭重丘区两大类。例如二级公路计算行车速度，平原微丘区为80公里/时,山岭重丘区为40公里/时。 中国城市道路分为快速路、主干路、次干路及支路四类,例如次干路计算行车速度为40公里/时。影响车速的因素有：汽车性能及司机技能；道路的几何特性及其路侧的环境；气候；其他车辆的存在；路上规定的速度限制等。实地验证计算行车速度，可在符合某一等级的道路路段上，当路面洁净、潮湿,在无阻碍行驶的情况下,对地点车速进行统计分析，绘制频率分布曲线及累积曲线(见图)，取用保证率为85％的车速。计算车速确定后，要对设计路段进行实际车速的复核。此时可通过绘制"道路车速图"的方法合理地按路段调整计算车速，以保持道路速度变化的匀顺性。"道路车速图"是衡量道路设计或改建措施是否正确和经济的重要标准。按不同计算车速设计的路段长度不宜过短，例如二级公路不小于15公里。对计算车速变化处应设置过渡区段，其地点最好选在地形、地物，交通最等变化处，并要求相邻设计区段速度差不大于20公里/时。计算行车速度与道路线形设计具有密切联系，前者是后者的重要依据，而路线上最终的实际行驶速度，则依路线选定和线形设计的质量而定。
