商品房商品房【商品房】房地产经济中的习惯用词，通常指用于出租和出售的住宅及其他房屋。在中国由于长期实行低租金、福利制、实物配给式的住宅分配与消费制度，因此，人们已将住房的商品属性淡忘了。房屋的价值得不到价格的体现，特别是象征性的租金，连住房的简单再生产都无法维持。也正是由于价格(包括租金)体现不了价值，人们对住房的需求就无度了，多住房、多占房、占好房的不正之风甚为严重。从一定意义上讲，‘住房制度改革就是要恢复住房的商品属性，实现住房商品化，商品房在中国还有它的特定含义。国家计委、建设部和国家统计局关于加强商品房屋建设计划管理的暂行规定中明确指出的商品房屋是指由开发公司综合开发，建成后出售的住宅、商业用房及其他建筑物。1984年后，全国各地相继成立和发展了各种类型的开发公司。1夕男)年全国城镇已有多种形式的开发单位35(X)多家，形成了一个多层次、多部门、多家经营开发的新局面。但是由于投资渠道没有理顺，一些本该由城市政府或各部门投资建设的项目，如市政设施、文化、教育、卫生、甚至商业网点、公安、行政(街道办事处)等设施，因无资金来源，而以配套费形式计人商品房成本，而列人配套费的项目不断增加、标准不断提高，加上开发公司本身的经营目标致使商品房价格猛涨。据建设部对43个城市调查，商品房每平方米售价由1984年的293元上升到1988年的666元，平均每年递增23%;另据中国人民建设银行调查，一些城市的收费、摊派等在每平方米售价中占13%，高的达30%以上，开发公司利润在商品房售价中的比重一般都在14%左右，最高接近4O%。因此，各方面都要加强对商品房开发建设、销售价格的治理整顿，以把过高的价格降下来，促进住房制度改革，推动商品住宅建设健康发展。
