关于解决国家与其他国家国民之间投资争端公约《关于解决国家与其他国家国民之间投资争端公约》（ConventionontheSettlementofInvestmentDisputesBetweenStatesandNationalsofOtherStates）简称《1965年华盛顿公约》，1965年3月18日缔结于华盛顿，1966年10月14日生效。该公约是在国际复兴开发银行（世界银行）主持下缔结的、为解决一缔约国与其他缔约国国民间的投资争议的多边国际公约。《1965年华盛顿公约》包括一个序言和10章75条。其目的在于提供解决国家和外国私人投资者争议的调节和仲裁的便利，促进相互信任的气氛，并鼓励私人资本的国际流动。公约决定在华盛顿成立“解决投资争端国际中心”（ICSID），作为解决缔约国与其他缔约国国民争议和实施公约的常设机构。1966年，解决投资争端国际中心成立，该中心具有独立的法人资格，并享有公约规定的特权和豁免权。《1965年华盛顿公约》争议的解决方法有调解与仲裁两种。对于解决案件的法律，公约允许当事人协议选择，如无此协议，则适用争端缔约国的法律以及可以适用的国际法规则。“解决投资争端国际中心”受理的案件，有排他管辖的效力，同时，“解决投资争端国际中心”受理案件以后，也不得借口法律无明文规定或含义不清而暂时不作出裁决。裁决结果对双方有拘束力，不得进行上诉或采取任何除本公约规定外的补救措施。各方应遵守和履行裁决。此外，公约还就国家主权豁免、公平与善意原则、用尽当地救济原则等内容作了规定。《1965年华盛顿公约》是成员广泛、影响力较大的一个公约。中国于1990年2月签署，1990年7月批准加入该公约。
