标准的实施监督标准的实施监督supervision on implementation of standardsb旧DZhun d6 shishi iiandu标准的实施监督(阳伴msionon吻l~ntationofs切口山功山)国家标准化行政主管部门、国家的其他行政主管部门及实施标准的行政机关对标准实施过程和效果的监察与督导。这是保证标准在国民经济与社会生活中得以贯彻执行的一项重要措施。标准实施监督的对象，首先是强制性标准，也包括其他法规中构成有约束力而必须执行的推荐性标准。《中华人民共和国标准化法》第7条中规定，“国家标准、行业标准分为强制性标准和推荐性标准”。“省、自治区、直辖市标准化行政主管部门制定的工业产品的安全、卫生要求的地方标准，在本行政区域内是强制性标准”。第十四条中规定，“推荐性标准，国家鼓励企业自愿采用”。根据这些规定，对一个企业来说，必须执行的是强制性标准。因此，标准的实施监督的对象首先是强制性标准。企业对推荐性标准，可根据本企业的实际情况，自愿采用。但一经采用，就应认真地贯彻。标准化行政管理部门和其他行政主管部门为了保护消费者和用户的利益，有权根据企业声明和承诺使用的标准进行监份检查是否得到实施。对已有定货合同的标准，其实施不仅受到合同的监份，而且也是标准实施监督的对象。《标准化法》规定:“企业生产的产品没有国家标准和行业标准的，应当制定企业标准，作为组织生产的依据。企业的产品标准须报当地政府标准化行政主管部门和有关行政主管部门备案。已有国家标准或者行业标准的，国家鼓励企业制定严于国家标准或行业标准的企业标准，在企业内部适用。”根据规定，企业制定的产品标准应当备案。企业已备案的标准，应对企业标准的实施后果负责，也应当接受监督。标准实施的监督有多种形式，主要的有:企业自我监督企业对标准实施进行自我监督，是企业本身技术工作的组成部分。结合企业的各项技术工作，对标准实施进行自我监督，贯穿于产品开发、生产、销售的全过程，涉及企业管理的各个方面，主要包括:①进行图样和技术文件的标准化审查;②在生产过程中对实施标准进行审查;③提交大型设备时复查标准;④结合企业其他任务进行标准审查。政府监督标准实施的政府监督是依据《标准化法》的规定，由国家质量技术监督局组织认可的法定检验机构进行的。对重要标准实施情况的监督、检查和处理，是国家为保证标准贯彻执行的一项重要措施。
