建设用地管理建设用地管理[建设用地管理】国家用来调整土地关系和对建设用地的组织、利用、控制和监督等采取的一系列法律、经济、行政和技术方面的措施。其基本任务是:1.依法管理建设用地，审核办理土地征用、划拨的日常工作，清理违章占地，保护土地所有者、使用者的合法权益;2.科学管理建设用地，包括协调国民经济各部门的用地关系，统一规划、合理开发利用土地，为满足和适应经济建设发展对用地的要求做好服务工作;3.计划管理建设用地，包括宏观控制非农建设用地的发展速度，具体落实“十分珍惜和合理利用每寸土地，切实保护耕地”的基本国策;4.用经济手段管好建设用地，变土地无偿无限期使用为有偿有限期使用，实行建设用地分等定级，收取土地使用税。按管理的内容来分，可分为建设用地全面管理和建设用地全程管理。按管理的层次来分，包括建设用地宏观计划管理和微观定额控制。建设用地管理要实现由单纯的行政审批向行政、经济、法律和技术的综合管理的转变，同时还应加强用地的宏观控制与微观管理。制定和完善用地计划分级管理制度、预申请审批制度、统计报告制度和检查评比制度，严格审批程序。
