城市土地利用指城市中工业、交通、 商业、文化、 教育、卫生、住宅和公园绿地等建设用地的状况。反映城市布局的基本形态和城市内功能区的地域差异。城市土地在未经开发建设之前只具有自然属性，包括土地的肥沃程度、坡度大小、坡向、土地承压力和透水性等。开发建设提高了土地的使用价值，土地的经济属性在很大程度上决定城市的土地利用。一般说来，地价是随着离市中心距离的增加而降低，市中心区土地价格高,导致建筑物向高密度和高层发展,而城市外围地区地价较低，建筑物密度和高度也较低。但实际的城市土地利用除考虑地价因素外，政府还要根据环境质量、生活需要和发展方向做出规划，从而产生相应的城市地域结构和用地结构。城市用地大致可归纳为：①工业用地，各种工矿企业、 车间、工场、 建筑基地，以及厂区内的附属动力、供水、仓储设施和厂区外专用线、 专用码头、 附属设施和各种排渣堆场等。②对外交通运输用地，包括铁路、公路干线和各种站场及附属设施，港口码头陆域和飞机场用地及附属设施，汽车运输及附属设施等。③仓库用地，为城市生产和居民生活供应服务的以及为国家储备、中转设置的仓库、堆场及附属设施用地。④市政公用设施用地，包括水厂、污水处理厂、煤气站、公共停车场、火葬场等以及城市防洪、排水等工程构筑物用地。⑤生活居住用地，包括中心商业区、居住区以及附属的市内道路、广场、公共建筑、庭院、绿地等建设用地。⑥大专院校、科研机构用地。⑦风景绿化地区，即城市风景区、 名胜古迹、 文物保护区等。⑧行政机构用地，包括市政机构和驻市国家各级行政机构、社会团体等用地。⑨特殊用地，包括军事、监狱、看守所及外交使团用地、宗教用地等。一般来说，城市工业用地、生活居住地、公共设施用地和绿地是重要的城市用地因素。不同类型的城市具有不同的土地利用方式。例如：工业类型的城市其工业用地比重较大；风景旅游城市则绿化用地所占的比重较高。城市土地利用是否合理，关系到城市合理发展、人口容量、城市环境保护和城市建设中节约用地等重大问题，是城市地理学和城市经济学研究的重要课题，也是城市规划和城市管理的基本课题之一。
