环境规划环境规划environmentalplanning人类为使环境与经济、社会协调发展，对自身活动和环境所做的时间和空间的合理安排。国民经济和社会发展规划的重要组成部分。环境规划的主要内容是：人类活动方面包括环境保护活动的目标、指标、项目、措施、资金需求及其筹集渠道的规定和环境保护对经济和社会发展活动的规模、速度、结构、布局、科学技术的反馈要求；环境方面包括环境质量和生态状况的规定。环境规划的类型，按环境要素可分为污染防治规划和生态规划两大类，前者还可细分为水环境、大气环境、固体废物、噪声及物理污染防治规划，后者还可细分为森林、草原、土地、水资源、生物多样性、农业生态规划；按决策层次可分为宏观环境规划和详细环境规划；按规划地域可分为国家、省域、城市、流域、区域、乡镇乃至企业环境规划；按规划时间跨度可分为长期（以上）、中期（10～）、近期（一般5年）环境规划。环境规划编制的程序为：发现问题（当前和规划期的）并找出原因，初步确定环境保护目标，提出实现目标的备选方案，方案评价及优选，环境与经济相协调的综合分析和最终确定目标与方案6个步骤。
